In today’s knowledge-driven economy, the performance and sustainability of educational institutions depend largely on how effectively human capital is managed. Nigerian polytechnics, however, continue to face challenges such as inadequate staff development, limited career progression, weak succession planning, and declining employee motivation, all of which undermine staff engagement and institutional effectiveness. This study examined the influence of talent management strategies, namely talent acquisition, talent development, talent retention, and succession planning, on employee engagement in selected polytechnics in Ogun State. The study was anchored on Social Exchange Theory and the Resource-Based View, which explain employee engagement as both a reciprocal response to organisational support and a strategic resource for institutional performance. A descriptive survey research design was adopted, and data were collected from 290 academic and non-academic staff selected through multi-stage sampling from four polytechnics. Multiple regression was used as a method of analysis to test and validate the relationships among observed the variables. The findings reveal that all components of talent management significantly and positively predict employee engagement. Talent development emerged as the strongest predictor (B = 0.402, β = 0.362, p < .001), followed by talent acquisition (B = 0.285, β = 0.248, p = .002), succession planning (B = 0.238, β = 0.229, p = .004), and talent retention (B = 0.195, β = 0.183, p = .014). The model was statistically significant (F = 104.453, p < .001) and explained 60.2 percent of the variation in employee engagement (Adjusted R² = 0.602). The study concludes that integrated talent management strategies significantly enhance employee engagement in Ogun State polytechnics. It recommends transparent recruitment practices, sustained investment in staff development, comprehensive retention policies, institutionalised succession planning, and the adoption of a holistic talent management framework to strengthen workforce commitment and institutional performance.

abstract = {The status of the right to education in Nigeria continues to generate scholarly and judicial debate, particularly as the 1999 Constitution (as amended) does not expressly enshrine education as a justiciable fundamental right under Chapter IV. Instead, the nearest constitutional reference is contained in Section 18 of Chapter II, which situates education within the Fundamental Objectives and Directive Principles of State Policy, thereby limiting its enforceability in court. This constitutional omission has often been invoked by government to avoid recognition of education as a binding right, citing both the financial obligations and administrative duties it entails. This paper undertakes a juridical appraisal of the constitutional framework, relevant statutory enactments, and international treaties ratified by Nigeria to establish whether a legal right to education exists. It argues that, at a minimum, Nigerian law secures a right to basic education up to the junior secondary level consistent with domestic statutes and international obligations.

abstract = {Conflict is an unavoidable feature of human interaction, and the employment relationship between employers and employees is no exception. In the Nigerian context, industrial disputes often stem from the refusal of employers to recognize trade unions, weaknesses in public policy, and the breakdown of collective bargaining processes. Although a legislative framework exists to regulate and resolve industrial disputes, the prevalence of such conflicts has continued to rise, and the mechanisms provided have not adequately fostered lasting industrial harmony. This study, therefore, examines industrial conflict and settlement mechanisms within Nigeria’s public service under the relevant labour laws. Adopting a doctrinal research methodology, the paper finds that the existing legal framework is deficient, particularly in the area of sanctions. For instance, Section 25(1)(2) of the Trade Unions Act accords recognition to registered trade unions for the purpose of collective bargaining but prescribes only a nominal penalty of ₦1,000 for employer non-compliance an amount that is grossly insufficient as a deterrent and ineffective in sustaining industrial peace. The paper recommends, among others, an amendment to Section 25(2) of the Trade Unions Act to provide for more meaningful sanctions against employers who refuse to recognize or comply with trade union bargaining processes. Such sanctions, it is argued, should be proportionate to the financial capacity of each organization to ensure effective compliance and the promotion of sustainable industrial relations in Nigeria.

abstract = {The integration of portable and energy-efficient interactive smart display technology, using infrared (IR) sensors, offers significant potential for creating sustainable workspaces and educational environments. This paper examines how smart displays equipped with IR sensors can detect user interactions, reducing energy consumption while maximizing functionality. Studies show that these systems can decrease energy use by up to 50% compared to traditional displays. Their adaptability to any flat surface, such as walls, whiteboards, or tables, reduces the need for multiple electronic devices, thereby minimizing electronic waste. In educational contexts, these low-energy smart displays promote sustainable learning by providing cost-effective solutions that are accessible to institutions with limited resources. The system utilizes a modified webcam, with its infrared filter removed, and a standard projector to turn conventional surfaces into interactive digital interfaces. The main challenge is accurately detecting the IR pen's touch and movement solely from 2D webcam images. The system operates in three stages: (1) capturing and tracking the IR pen's LED with the webcam, (2) calibrating the webcam-projector setup using homography principles, and (3) mapping the LED coordinates to the computer cursor for control. By reducing the reliance on energy-intensive equipment, IR sensor-based smart displays lower operational costs and foster a sustainable economy through enhanced energy efficiency and waste reduction. These advancements drive the shift toward greener, more sustainable digital practices across various sectors.

It also examines how varying cement proportions (10%, 20%, and 30%) affect their settlement potentials and compaction characteristics. Given the tendency of BCS to swell when wet and shrink when dry, along with the inconsistent strength of Lateritic Soil, this study highlights the need for effective soil stabilization methods in civil engineering, especially in areas where these soils are commonly found. In accordance with BS 1377 (1990), experimental tests such as compaction and consolidation were performed to analyse the modifications in soil properties. The pre-consolidation pressure fell from 3600 kN/m² to 466.37 kN/m² at 30% cement substitution in black cotton soil. In contrast, the pre-consolidation pressure rose from 110 kN/m² to 2000 kN/m² with 20% cement substitution and more in lateritic soil. The results demonstrated notable enhancements of maximum dry density, shear strength, and moisture retention in both soil types, with Lateritic Soil showing better performance and needing less cement for effective stabilization. These findings are significant for road construction and civil engineering infrastructure development, offering insights into optimal cement content to improve soil performance.

abstract = {Female entrepreneurs in Nigeria benefit significantly from the autonomy to set their own schedules enabling them to better manage both professional and personal responsibilities. Managing work-life balance, supported by flexible work schedules and strong family support systems, is essential for the success of female entrepreneurs. A survey research design was adopted and data were gathered through the use of a structed questionnaire. The population of the study will consist of the 2,200 registered female SMEs’ owners in Ikeja division (Ikeja, Agege, Shomolu and Mushin LGAs) of Lagos State, Nigeria. Multiple regression was used to test the hypotheses through the Statistical Package for Social Science (SPSS) at 5% sig. level. The multiple regression analysis results for the effect of work-life balance on business growth of female-owned small and medium enterrprises. The results showed that work schedule flexibility (β = 0.444, t = 5.806, p < 0.05) and family support (β = 0.193, t = 2.543, p < 0.05), have positive and significant effect on market share. However, workload (β = 0.034, t = 0.513, p > 0.05) and family responsibilities (β = 0.034, t = 0.648, p > 0.05) had positive but insignificant effect on market share. This implies that work-life balance (work schedule flexibility and family support) are important factors in the female-owned small and medium enterrprises when the focus is on improving their market share. The findings reveal that various aspects of work-life balance, including workload, work schedule flexibility, family responsibilities, and family support, play a crucial role in shaping different dimensions of business growth. The study also concluded that a healthy work-life balance enables female entrepreneurs to focus on growth strategies, leading to the expansion of their businesses. The study also conclude that work-life balance has a significant effect on the business growth of female-owned SMEs in Lagos State, Nigeria. It is therefore necessary to address work-life balance and creating policies that support it are crucial for unlocking the growth potential of female-owned SMEs, especially in regions like Nigeria.

abstract = {The performance of female-owned small and medium-scale enterprises (SMEs) in Lagos State, Nigeria, is a subject of significant interest as these enterprises play a pivotal role in the local economy. Lagos State, being the economic capital of Nigeria, offers a dynamic environment for entrepreneurs with a burgeoning population and a diverse consumer base. Female entrepreneurs, in particular, have become key contributors to the growth of various sectors, including retail, hospitality, manufacturing, and agriculture. However, despite their substantial impact, the performance of female-owned SMEs often faces unique challenges that may hinder their market share, productivity, business growth, and overall organizational effectiveness. Hence, this study examined the relationship between work-life balance and organisational performance of selected small and medium scale enterprises in Lagos State, Nigeria. The survey research design was adopted and data was collected through the use of a structured questionnaire. The results of the reliability test on the research instrument showed the Cronbach’s Alpha coefficients ranging from 0.725 to 0.922. This implied a very reliable instrument. The sample size consists of 439 female SMEs’ owners in Ikeja division of Lagos State which were all administered with questionnaires. Multiple regression analysis was used to test the hypotheses through the Statistical package for Social Sciences (SPSS). Findings of the study showed that work-life balance has significant effect on market share of female-owned small and medium scale enterprises (Adj.R2 = 0.203, F-statistics (df = 4,303) = 20.544(p<0.05). The study concluded that a healthy work-life balance enables female entrepreneurs to focus on growth strategies, leading to the expansion of their businesses. The study therefore recommended that female entrepreneurs actively prioritize work-life balance as a core business strategy. Female entrepreneurs create clear boundaries between work and personal life while promoting flexible work arrangements that allow employees to manage their duties more effectively. Furthermore, government and industry stakeholders should encourage mentorship programs for female entrepreneurs to share experiences and best practices on how to balance work-life demands and foster business growth. Furthermore, industry regulators should provide frameworks and tools to help SMEs adopt work-life balance policies that improve not just employee well-being but also the operational efficiency of the business.

abstract = {Curtailing room temperature to ambient temperature has a significant impact on our environment, energy consumption, and personal comfort. Ambient temperature could be defined as the temperature of the surrounding area or the external environment. By reducing room temperature to match the ambient temperature, the use of artificial cooling or heating systems, such as air conditioners or heaters can be minimized. The research developed an automated system using an ESP8266 Microcontroller, DHT11 Temperature Sensor, 5V Relay Module, Fan, and Power Supply to control room temperature by comparing room and ambient temperatures and adjusting fan operation accordingly for energy conservation, environmental, economic, and comfort-related benefits of aligning room temperature with ambient temperature. Room temperatures were highest in R1 (three users) at 34.33°C (PM) and 34.25°C (AM), indicating user presence maintains heat. R2 (two users) had slightly lower temperatures at 33.81°C (PM) and 33.33°C (AM), showing fewer users generate less heat. R3 (no users) showed significantly lower temperatures at 26.87°C (PM) and 26.35°C (AM), highlighting that absence of users leads to lower heat accumulation. ANOVA results show a significant effect of room conditions on temperature but no significant effect of the time of day. The Duncan Multiple Range Test indicates notable differences between room temperatures, affirming that user presence is a dominant factor in temperature variation.

abstract = {Water, a vital natural resource, is indispensable for sustaining life on Earth. However, rapid societal development and human activities have led to contamination and depletion of water resources, necessitating effective water quality monitoring systems. This article proposes an Internet of Things (IoT)-based approach for real-time monitoring of water quality parameters, with a specific focus on electrical conductivity (EC). Traditional methods of water quality assessment involve manual sampling and laboratory testing, which are time-consuming and often lack real-time data. The proposed system integrates a microcontroller, electrical conductivity sensor, and web tools to monitor EC levels in various water sources (Surface Water, Well Water, Factory Treated Water). The study discusses the development and testing of the IoT-based system, highlighting its potential applications in diverse sectors such as pharmaceuticals, drinking water production, and food processing. Additionally, recommendations for further research and implications for water management are discussed.

This study examined media ownership and ethical standard compliance in OGTV and Rock city FM, Abeokuta. Source credibility theory was considered as theoretical framework to explain the relationship between broadcast ownership and ethical standard compliance within the stations. The study adopted in-depth survey design using key informant interview (KII) guide as the instruments. A sample of core management staff from OGTV and Rock city FM was selected. Data were analysed qualitatively. Findings of the study established that OGTVand Rock city FM based their programming policy for public good and interest as affirmed by Key informant interviewees. It was evidenced from the KIIs’ submission that the two stations to a greater extent complied with NBC’s code of ethics. It was also disclosed by the KII that the major challenges facing the stations generally were lack of adequate funding and required digital broadcast facilities as recommended by NBC. The study came to the conclusion that staff performance in both stations was impacted by ownership structure, control, which influence an iota of non-compliance with ethical standard.

abstract = {The implementation of effective irrigation and aeration techniques is vital in enhancing plant growth and striving towards optimal crop yields. This study examines the effects of varying field capacities (FC) and two distinct aeration methods on plant growth (Africa-spinach - Amaranth cruentus). The experiment aimed to investigate the effects of different field capacity levels (100% FC, 75% FC, 65% FC, and 55% FC) and aeration methods (air injected into irrigated soil and air injected into irrigation water) on plant growth. Several growth parameters, including Shoot fresh weight, number of leaves at various weeks after planting, and plant height, were measured to assess development. Linear regression model was employed to quantify the relationships between these factors and their impact on plant growth. Field capacity and water use efficiency significantly increase Shoot fresh weight, while the aeration methods show marginal effects. The study finds that field capacity and water use efficiency are key factors influencing Shoot fresh weight, while aeration methods have a less significant impact on growth. Correlation matrix reveals that SFW water use efficiency is strongly positively correlated with Shoot fresh weight, indicating its crucial role in optimizing plant growth, while other variables show weaker correlations, underscoring the complexity of factors influencing growth.
